Who is revising what
A set is cards from the syllabus, cards you wrote, or both. Give it a deadline and it becomes homework. Turn on quiz mode and it is marked for you.
Every card a student turns over is counted against the set it came from, so you can see who is keeping pace, who has stalled halfway, and who has not started. 14 of 24 are still missing the same nahw card.
No institute needed
Teaching a class of your own?
You do not need a madrasah behind you to use any of this. A halaqah at the masjid, a few students at home, one class on a Sunday: make a classroom, share the code, and set the work.

One code, shared once. Students join themselves and you approve each one, so nobody is in your class by accident.
